Terms and Conditions of Use

1. Service Description

This form allows participants to register and confirm their participation in the 18th Biennial Congress of the African Association of Political Science (AAPS), which will be held in Dakar, Senegal, from December 7 to 10, 2025.

The service includes:

• Official congress registration
• Access to plenary sessions and workshops
• Participant badge
• Official invitation in PDF format
• Payment invoice/receipt

2. Fees

Registration fees are set as follows:

• African participants: 23,000 FCFA (≈ 35 EUR)
• International participants: 39,500 FCFA (≈ 60 EUR)

3. Service Provision Terms

3.1. Registration Validation

Registration is considered validated when:

• The form has been completed and successfully submitted
• Payment has been made and confirmed
• Proof of payment has been uploaded
• A confirmation email has been sent to the participant

3.2. Access Document

To access the congress, the participant must present:

• Their official PDF invitation (sent by email)
• A valid ID document

3.3. Payment Deadline

4. Complaint Terms

The participant may file a complaint in the following cases:

• Non-receipt of confirmation email within 48 hours
• Error in invoice information
• Payment made but not recorded
• Inability to access the congress despite valid payment

Complaint Procedure:

2. Provide: full name, email, payment date, proof of payment
3. Response time: 5 business days

5. Service Cancellation Terms

5.1. Cancellation by Participant

The participant may cancel their registration under the following conditions:

• Before October 30, 2025: Full refund (100%)
• From October 31 to November 15, 2025: 50% refund
• After November 15, 2025: No refund

5.2. Associated Fees

In case of cancellation with refund, a processing fee of 2,000 FCFA will be deducted from the refunded amount to cover banking transaction fees.

5.3. Cancellation by Organizer

If the congress is cancelled or postponed by the organizers, the participant will be fully refunded within 30 days without any fees.

6. Refund Terms

6.1. Refund Request

To request a refund, the participant must:

1. Send a written request to: contact@aaps2025.org
2. Provide: proof of payment, reason for cancellation
3. Comply with the deadlines mentioned in section 5.1

6.2. Refund Timeline

The refund will be made within 14 business days after request validation, by bank transfer or mobile money according to the original payment method.

7. Chargeback Clauses (Payment Dispute)

7.1. Definition

A chargeback is a payment dispute initiated by the participant with their bank or mobile payment operator.

7.2. Legitimate Chargeback Conditions

A chargeback is considered legitimate only in the following cases:

• Payment made without the account holder's authorization
• Amount debited differs from the agreed amount
• Service not provided after payment confirmation
• Double billing

7.3. Consequences of Abusive Chargeback

7.4. Resolution Procedure

Before initiating a chargeback, the participant must:

1. Contact the organizer at: contact@aaps2025.org
2. Explain the problem and provide supporting documents
3. Wait for a response within 5 business days

8. Payment Methods

8.1. Accepted Payment Methods

• Bank transfer (subject to availability)
• Mobile Money: Orange Money, MTN Money
• Credit card: Via the secure PayDunya platform

8.2. Payment Security

All credit card payments are secured by PayDunya, PCI-DSS certified. No banking data is stored by the organizer.

8.3. Proof of Payment

The participant must upload proof of payment (screenshot, mobile receipt, PDF invoice) to validate their registration.

9. Personal Data Protection

9.1. Data Collection

The collected data includes:

• Full name
• Email address
• Phone number
• Country of residence
• Institution (optional)

9.2. Data Use

Data is used only for:

• Congress registration management
• Sending invitations and practical information
• Communication related to AAPS 2025 congress

9.3. Data Retention

Data is retained for 2 years after the congress ends, then deleted, unless otherwise required by law.

9.4. Participant's Rights

In accordance with GDPR, the participant has the following rights:

• Right of access to their data
• Right of rectification
• Right to erasure
• Right to object

10. Responsibilities

10.1. Organizer's Responsibility

The organizer commits to:

• Provide a service as described
• Process payments securely
• Respond to complaints within announced deadlines

10.2. Liability Limits

The organizer cannot be held responsible for:

• Visa or immigration issues
• Flight delays or cancellations
• Accommodation issues booked by the participant
• Theft or loss of personal belongings
• Force majeure (natural disaster, epidemic, political unrest)

10.3. Participant's Responsibility

The participant commits to:

• Provide accurate and up-to-date information
• Make payment within the specified deadlines
• Respect the congress internal regulations
• Bring required documents (invitation, ID)

11. Acceptance of Terms and Conditions

12. Modification of Terms and Conditions

The organizer reserves the right to modify these Terms and Conditions at any time. Modifications will be notified to registered participants by email and will take effect immediately upon publication.

13. Applicable Law and Jurisdiction

These Terms and Conditions are governed by Senegalese law. In case of dispute, the parties will attempt to find an amicable solution. Otherwise, the courts of Dakar, Senegal will have sole jurisdiction.
